Every message a school sends, sorted by what Meta charges

Meta does not care whether a message is about a class or a fee. It cares whether the message is a template you sent, or a reply inside a window a parent opened, and which category the template was approved under. Here is where each school message lands, with what it looks like on a parent's phone. The centre, families and figures are fictional.

Utility messages

Updates about something the family has already signed up for: a class, a fee, a report. Sent as pre-approved templates, so they can go out at any time, window or no window. From 1 October 2026 they are charged inside the window too. This is where most of a school's message volume sits.

Who gets the promotion

In the example, one holiday-programme send to 1,200 contacts costs more than every reminder, receipt and report for the month combined. Sending it only to the 300 families with a child in the right age band cuts that line by three quarters without losing the people who would book.

One weekly schedule, not a reminder per class

A student in two subjects gets eight per-class reminders a month or four weekly ones. The weekly message carries the whole timetable and a "request a change" button, so it also does the job of the per-class version.

An AI employee that answers in one complete message instead of three fragments uses a third of the 1,000 free replies. Confirming a make-up class as plain text inside the window is free within the allowance; the same words as a utility template are charged every time.

Questions schools ask about WhatsApp costs

A reminder about fees a parent already owes for a class their child is enrolled in is a utility message, because it relates to an existing transaction. An early-bird offer to re-enrol for next term is marketing, because it is an offer rather than an update. Meta reviews the template text when you submit it and assigns the category; wording that mixes an update with an offer is usually classed as marketing.

Yes, the same rates apply. A daily attendance summary or a weekly fee report sent to a teacher or the principal as a template is a utility message at the utility rate. If a staff member messages the school number first, your replies inside that 24-hour window are service messages, which count against the 1,000 free per phone number each month.

Yes. A utility template can carry a document header, so a progress report or an invoice can go out as a PDF attached to the message. The rate is the same utility rate as a text-only template. Inside an open 24-hour window you can also send the PDF as a plain document message, which is a service message and draws on the free 1,000 first.

The parent's message is free and opens a 24-hour customer service window. Everything your staff or AI employee sends back inside that window is a service message: free within the first 1,000 replies per phone number each month, then charged at the utility rate for the parent's country. The window resets with every message the parent sends.

One per brand is the norm: parents save one number, and templates, verification and quality rating all attach to it. The 1,000 free service messages are granted per phone number, so a second number does add a second allowance, but each number also carries its own quality rating and messaging limits, and a number parents have not saved is more likely to be filtered. Add numbers for real operational reasons, such as a second campus, not to farm the allowance.
